Cairo Rebuffs Israeli Expulsion Proposals as El-Sisi Reaffirms Solidarity With Palestinians

Egyptian President Abdel Fattah el-Sisi has declared an unyielding rejection of any initiatives aimed at forcibly displacing Palestinians from the Gaza Strip. The Egyptian leader’s statements follow renewed declarations from top Israeli defence officials signalling intentions to pursue an extensive transfer scheme involving the besieged coastal enclave's population.

The uncompromising diplomatic stance was emphasized during a high-level summit held in Cairo on Wednesday, where el-Sisi hosted Palestinian President Mahmoud Abbas. According to reports from the official Palestinian news agency Wafa, el-Sisi underscored Egypt’s steadfast opposition to any measures that would lead to the forced uprooting of the Palestinian people or the ultimate dismantling of the Palestinian national cause.

During the bilateral discussions, President Abbas conveyed his deep appreciation for Egypt’s historic and consistent role in defending Palestinian rights on the global stage. Abbas also made clear that the Gaza Strip remains an inseparable and foundational component of the Palestinian state, firmly pushing back against any proposals to separate the enclave from the broader national framework.

The diplomatic pushback from Cairo came only hours after Israeli Defence Minister Israel Katz publicly reiterated the military’s overarching objectives in the territory. Katz asserted that armed forces would continue operations to completely finish their mission in the Gaza Strip, framing the ongoing offensive as a necessary precursor to executing a broader population migration plan.

Earlier this month, Katz had laid out further details regarding these intentions, stating that Israeli authorities were prepared to orchestrate the removal of the Palestinian population through both land and sea corridors. However, he noted that the implementation of this initiative remained contingent on coordination with the United States, which he said was actively holding discussions regarding destination countries for more than two million residents.

In response to international apprehension, United States Ambassador Mike Huckabee disputed claims that Washington supports involuntary expulsions, stating that there is no plan to forcibly displace people out of Gaza against their will. The American envoy sought to temper concerns over potential US complicity in any forced demographic alterations in the region.

Huckabee himself previously generated diplomatic controversy after stating in February that he would not object if Israel were to claim dominion over vast parts of the Middle East, citing his personal interpretation of biblical scripture. The ambassador subsequently sought to mitigate the fallout from those remarks by arguing that his earlier commentary had been selectively edited.

These contentious statements on population transfer unfold against the backdrop of catastrophic devastation across the Gaza Strip, where nearly the entire population has already suffered internal displacement. Following three continuous years of conflict, vast portions of the enclave have been reduced to rubble, and the Palestinian death toll has climbed past 73,700 people.

Diplomatic prospects remain severely strained following earlier statements from Israeli Prime Minister Benjamin Netanyahu, who announced that the Israeli military would not withdraw its ground forces from Gaza. This declaration stands in direct contradiction to the terms established under a United States-backed ceasefire framework that was put into effect in October, which specifically mandated a full military drawdown.

In justifying the persistent military presence, Netanyahu asserted that Israeli forces presently retain direct operational control over roughly 60 percent of the Palestinian enclave. The prime minister affirmed that no withdrawal would occur until the armed Lebanese movement Hezbollah is completely disarmed, tying disengagement in Gaza to broader regional security conditions.

Simultaneously, the Israeli government has intensified its efforts to entrench and expand settlement construction across the occupied West Bank. Among the most prominent efforts is the highly contentious E1 settlement development project, an initiative intended to erect thousands of new housing units in the strategic corridor situated between Jerusalem and the Maale Adumim settlement bloc.

The broader implications of these policies were recently highlighted in an assessment by the Israeli human rights organization B’Tselem. The advocacy group warned this week that Israeli authorities are orchestrating a systematic and accelerated campaign designed to fracture and dismantle Palestinian collective life while establishing permanent Jewish-Israeli sovereign control across the entire occupied West Bank.

The convergence of proposed mass expulsions in Gaza and ongoing settlement expansion in the West Bank has deepened regional alarm. For leadership in Cairo and Ramallah, the prospect of forced migration represents an existential threat to the viability of future Palestinian statehood and a severe risk to long-term stability across the Middle East.
