Israeli Human Rights Group Warns of Systematic Campaign to Eliminate Palestinian Presence in West Bank

The Israeli government is executing an accelerated, systematic campaign intended to dismantle Palestinian collective life and entrench permanent Jewish-Israeli sovereignty across the occupied West Bank, according to a detailed investigation published by an Israeli human rights group. The findings warn that state policies and military actions are coordinated toward eliminating the Palestinian presence across the territory.

The comprehensive report, titled “The Elimination Project” and released on Monday by the human rights organization B’Tselem, lays out the strategic methods deployed by Israeli authorities to achieve this overarching goal. The group warns that the structural measures currently enforced throughout the occupied West Bank are aimed at erasing Palestinian communities from the land.

While the report emphasizes that these ongoing practices are grounded in a long-standing settler colonial framework, it stresses that the administration of Israeli Prime Minister Benjamin Netanyahu has pushed this campaign into an accelerated phase. This aggressive intensification began in late 2022 and expanded dramatically following the Hamas-led attack on southern Israel in October 2023.

Human rights advocates stress that the severe conditions faced by Palestinians should not be misinterpreted as isolated incidents of violence or administrative overreach. B’Tselem Executive Director Yuli Novak stated that the reality Palestinians are living through in the occupied West Bank represents a unified, coordinated political project that deliberately extends into every dimension of everyday life.

To document the full scale of this campaign, the human rights organization compiled and evaluated approximately 2,000 firsthand testimonies provided by Palestinian residents. Based on this extensive evidentiary foundation, the report delineates five interconnected mechanisms through which the Israeli government systematically advances its territorial objectives and dismantles Palestinian communal life across the West Bank.

The first mechanism detailed in the report involves the deployment of state military forces alongside armed settler militias to establish a climate of violence, fear, and coercion. Between October 2023 and September 2026, violent attacks carried out by Israeli forces and armed settlers resulted in the killing of at least 1,107 Palestinians across the occupied territory.

According to B’Tselem, the Israeli military regularly conducts armed operations, enforces home demolitions, and directly assists armed settlers in driving Palestinian families away from their land. These coordinated military and militia activities serve to clear territory of its native population and facilitate the steady expansion of Israeli control across the West Bank.

The second mechanism focuses on large-scale land confiscation and forced displacement. The rights group reported that at least 75 Palestinian communities have been forcibly displaced from their localities to date. Working in conjunction with armed settlers, Israel has taken control of more than 1,070,000 dunams of land, which accounted for approximately 18 percent of the entire West Bank landmass as of July 2026.

In detailing the vast scale of these territorial appropriations, the report notes that a dunam is a standard regional unit of area equal to 1,000 square meters, or roughly 0.247 acres and 0.1 hectares. Beyond rural villages, displacement has heavily struck refugee populations, with approximately 33,000 Palestinians forcibly displaced from refugee camps situated across the northern West Bank.

The third mechanism identified by the organization involves the systematic restriction of Palestinian freedom of movement. Utilizing data from the United Nations Office for the Coordination of Humanitarian Affairs, the report highlighted that 925 movement obstacles—including unmanned checkpoints, roadblocks, and physical barriers—had been erected across the occupied West Bank by the end of last year.

The fourth mechanism involves the purposeful strangulation of the Palestinian economy by the Israeli government. The combination of territorial fragmentation, military roadblocks, and severe movement controls has inflicted severe economic damage throughout the territory, causing the West Bank unemployment rate to climb steeply from 13.1 percent in 2022 to more than 31 percent in 2024.

The fifth mechanism detailed in the report is the aggressive criminalization of political organizing and civic expression. Israeli authorities routinely suppress public demonstrations, break up gatherings, and conduct widespread arrest campaigns targeting Palestinian civil society leaders, human rights activists, university students, and members of the press across the occupied West Bank.

Freedom of the press has been severely curtailed under these repressive measures. B’Tselem reported that since the beginning of Israel’s genocidal war on the Gaza Strip in October 2023, Israeli security forces have arrested at least 60 Palestinian journalists who were actively reporting and working within the occupied West Bank.

In its conclusions, B’Tselem urged the international community to fundamentally change its approach toward the situation. The organization called upon foreign governments to stop categorizing Israel's continuous violations as disjointed or individual occurrences, demanding an immediate end to international complicity in the systematic dismantling of Palestinian society in the West Bank.

Novak cautioned that Palestinian civilians are being left completely exposed to intensifying state and settler violence while Israel pushes forward with its elimination project. She stressed that world governments cannot credibly condemn these ongoing abuses while simultaneously providing Israel with the political impunity and diplomatic cover required to continue its campaign across the occupied territory.

The executive director appealed to global leaders and international institutions to utilize every legal instrument available under international law to halt the machinery of violence and destruction tearing Palestinian life apart. Novak emphasized that immediate global intervention is essential to protect Palestinian lives and dismantle Israel’s entrenched system of apartheid and military rule over the West Bank.
