Former Maduro Ally Alex Saab Pleads Guilty in US Federal Court to Sweeping Money Laundering Scheme

Alex Saab, a prominent Colombian-Venezuelan businessman and former high-ranking confidant of former Venezuelan President Nicolas Maduro, has entered a guilty plea in a United States federal court for his central role in an extensive bribery and money laundering scheme. The criminal operation diverted hundreds of millions of dollars originally earmarked for Venezuela’s public welfare programs into private hands.

The plea was formally entered on Tuesday before US District Judge Kathleen Williams in Miami, Florida. Saab, who previously served as Venezuela’s minister of industry and led the nation's International Center for Productive Investment, admitted to orchestrating a sophisticated network of illicit payments to foreign public officials in order to secure lucrative, state-backed commercial contracts.

Under the terms of the legal proceedings, Saab pleaded guilty to a single count of conspiracy to launder monetary instruments. The federal offense carries a statutory maximum penalty of up to 20 years in prison, marking a critical milestone in the long-running US judicial actions against high-level corruption connected to the Venezuelan government.

According to federal prosecutors, the fraudulent operations were deeply tied to the Local Committees for Supply and Production, widely known as the CLAP program. This state-administered welfare initiative was nominally established to deliver subsidized food parcels and vital medical supplies to Venezuelan citizens suffering through an unprecedented domestic economic crisis.

Court records and admissions demonstrate that rather than fulfilling the humanitarian aims of the social assistance initiative, Saab and his network of associates exploited the system for immense personal profit. The conspirators systematically secured government procurement contracts for food and medicine through corrupt means, systematically undermining the public distribution network.

The US Attorney’s Office for the Southern District of Florida detailed the deceptive practices deployed throughout the scheme. Prosecutors noted that Saab and his co-conspirators relied on a vast apparatus of fraudulent documentation, utilizing fake corporate entities, fabricated commercial invoices, and bogus shipping records to divert public funds before laundering the proceeds through international financial channels.

Assistant Attorney General A. Tysen Duva of the Justice Department’s Criminal Division highlighted the structural complexity of the illicit enterprise. Duva stated that Saab established a convoluted network of front companies, shell accounts, and falsified ledgers to perpetuate the fraud, win lucrative public contracts, and enrich himself alongside his network of co-conspirators.

In addition to food and medical procurement fraud, Saab acknowledged misusing his high-level political connections to access and commercialize crude oil controlled by the state-run petroleum enterprise, Petroleos de Venezuela, S.A. (PDVSA). Saab admitted to selling the state-owned oil under false pretenses during a period when stringent US economic sanctions were restricting the Venezuelan state's financial flows.

A significant portion of the embezzled capital was funneled through offshore shell companies and international bank accounts, directly intersecting with the United States financial system. These illicit cross-border transfers formed the primary evidentiary basis for the federal money laundering conspiracy charge brought by American prosecutors.

As part of the negotiated plea agreement, Saab has consented to the forfeiture of $195 million in illicitly acquired criminal proceeds. Furthermore, the defendant agreed to provide full cooperation with continuing US federal investigations into related foreign corruption and financial crimes.

In exchange for his admission of guilt and continued assistance, federal prosecutors agreed to recommend that Judge Williams impose a prison sentence at the lower end of the applicable federal sentencing guidelines. The government may also petition the court for further sentencing reductions if Saab’s ongoing cooperation is deemed substantial. A formal sentencing date has not yet been scheduled.

The Miami court appearance represents the culmination of Saab’s second federal prosecution by US authorities. He was originally apprehended during a fueling stop in Cape Verde in 2020 and subsequently extradited to the United States to face comparable financial charges. However, that initial case concluded when former US President Joe Biden granted Saab executive clemency in December 2023 as part of a high-profile bilateral prisoner exchange.

Saab's legal immunity was short-lived following major political transformations in Caracas. A fresh federal indictment was unsealed against him in January, and he was ultimately deported back to the United States in May by Venezuela's interim government following diplomatic pressure from Washington. This transfer occurred months after US authorities removed Maduro from power and transported the former leader to American soil.

Reflecting on the successful plea, US Attorney Jason Reding Quinones underscored the broader international significance of the prosecution. Quinones noted that the outcome delivers an unambiguous warning that political influence, extreme wealth, and close proximity to corrupt regimes will not shield individuals from accountability under the American judicial system.
