Putin Arrives in New Delhi for BRICS Summit as Global Conflicts Cast Long Shadow

Russian President Vladimir Putin arrived in the Indian capital on Friday to take part in an 11-member BRICS summit, a high-stakes gathering that convenes against the backdrop of escalating conflicts in the Middle East and Ukraine alongside persistent global economic pressures.

Upon his landing at New Delhi's Palam Air Force Station, the Russian leader was formally received by India’s Minister of State for External Affairs, Kirti Vardhan Singh, according to broadcast footage released by Russia’s Ria Novosti news agency.

The two-day international meeting is scheduled to serve as a venue for critical bilateral diplomacy. Indian Prime Minister Narendra Modi is slated to conduct separate sideline discussions with both President Putin and Iranian President Masoud Pezeshkian. Chinese President Xi Jinping is likewise anticipated to hold direct talks with Modi during the course of the event.

In anticipation of the arrival of numerous world leaders, the Indian capital implemented sweeping security arrangements. Substantial deployments of security personnel were positioned across New Delhi, accompanied by extensive vehicular traffic restrictions throughout central districts. While prominent posters featuring a smiling Modi were displayed along city roadways to welcome visiting delegations, the Delhi police issued appeals to local residents requesting patience and cooperation amid the widespread disruptions.

The gathering represents a significant moment for the BRICS bloc, a coalition originally founded in 2009 by Brazil, Russia, India, China, and South Africa. The group was established primarily to provide major emerging economies with a collective platform to secure greater representation and influence inside global institutions historically led by Western powers.

In recent years, the bloc has pursued an ambitious enlargement strategy, expanding its roster to 11 nations with the inclusion of countries such as Iran, Saudi Arabia, and the United Arab Emirates. However, this widened membership brings sharp internal divisions to the forefront, particularly regarding divergent national stances on the US-Israel military campaign against Iran that commenced in February.

Diplomatic analysts highlight that these conflicting Middle Eastern positions present a considerable hurdle to maintaining unity within the expanded bloc. Harsh V. Pant of the Observer Research Foundation, an Indian think tank, noted that the unfolding conflict across the Gulf region constitutes the central fault line facing the leaders gathered at this summit.

Pant further pointed out that the alliance's rapid institutional growth has introduced unexpected administrative and political friction, remarking that the expansion previously celebrated as a major accomplishment now functions as a notable constraint on the group's overall decision-making.

The regional turbulence in the Middle East is further emphasized by the presence of Iranian President Masoud Pezeshkian. His participation marks his first official journey to India since assuming the presidency, as well as the first visit by any Iranian head of state to the South Asian nation in eight years.

The potential for internal discord was also emphasized by Shilan Shah of Capital Economics, who stated that the ongoing war in Iran poses a stringent test to the cohesion of the broadened coalition. Shah referenced previous indications of institutional division, including an earlier meeting of BRICS foreign ministers held in New Delhi in May, which concluded without the participants reaching consensus on a joint statement.

For India, presiding over the summit entails navigating complex diplomatic relationships across multiple geopolitical divides. New Delhi continues to maintain cordial and constructive ties with both Iran and Israel, while concurrently working to preserve its crucial strategic partnership with the United States.

At the same time, the energy market disruptions triggered by the hostilities in Iran have influenced Indian economic policy. To navigate these fuel supply challenges, India has leaned heavily on its relationship with Moscow, maintaining Russia as a key strategic partner and an essential, if contentious, energy supplier even as the war in Ukraine persists.

Putin's journey to the capital follows a prior official visit to India conducted in December 2025. More recently, the Russian president also engaged in direct discussions with Prime Minister Modi earlier this month during a meeting held in Bishkek, the capital of Kyrgyzstan.

Simultaneously, the Indian government has maintained active diplomatic communication with Ukrainian leadership. Indian Foreign Minister Subrahmanyam Jaishankar traveled to Kyiv earlier this month, where Ukrainian President Volodymyr Zelenskyy publicly expressed his gratitude toward India for its sustained commitment to helping bring an end to the war.

The New Delhi summit also serves as an important diplomatic juncture for Sino-Indian relations. Chinese President Xi Jinping’s participation represents his first visit to India since 2019, signifying the most consequential step toward a careful diplomatic thaw between the two neighboring powers six years after a deadly military confrontation erupted along their contested Himalayan border.

Relations between the two nuclear-armed states have shown gradual signs of stabilization, underscored by the incremental restoration of commercial flights, regular visa processing, and senior-level diplomatic exchanges. Nevertheless, deep-seated mutual mistrust endures between Beijing and New Delhi, driven by an unsettled frontier, an expanding bilateral trade deficit, and enduring strategic competition.
